Provider and Policy Expert Interviews

Caring for Seniors is an interview-based study that was conducted by Erica Garfin Consulting for the Frail Elderly Project. The study employed structured interviews with health and supportive service providers in the two PCSAs, as well as state policy and content experts. 

The study found a number of systemic barriers to providing care and supporting seniors to achieve outcomes that matter to them.  The most significant barriers fall into the categories of time constraints, reimbursement for home visits, Medicare limitations on home health agency services, inadequate access to home-based support services, and communication.
